Colorado’s Water Plan started in 2003 and is only now finishing. It is built off three ingredients:
1) Empowerment of a diverse set of people from across the state and with a wide range of political dispositions to collaboratively give grants to build trust, identify future needs, and determine local solutions.
2) Strong decision science, which allowed stakeholders to explore the trade-offs to their solutions under various future scenarios. This brought stakeholders away from positions to find common concerns that needed to be solved.
3) Leadership that stressed deadlines and developed guidelines that indicated what topics and issues needed to be addressed.
